Dear Ms. Dortch:
Space Exploration Holdings, LLC (“SpaceX”) hereby replies to the letter submitted by
Hughes Network Systems, LLC, Intelsat License LLC, AT&T Services, Inc., and Inmarsat, Inc.
(collectively, the “GSO Satellite Operators”) in the above referenced proceeding. 1 In that letter,
the GSO Satellite Operators expressed support for arguments made by SES Americom, Inc. and
O3b Limited (“SES/O3b”) that consideration of the modification proposed by SpaceX should be
deferred until additional information is provided to allow assessment of compliance with
applicable equivalent power flux-density (“EPFD”) limits. SpaceX filed a comprehensive opposition to the SES/O3b Petition on the same day that the
GSO Satellite Operators filed their letter. 3 Rather than belabor those arguments, SpaceX hereby
incorporates them by reference herein. In addition, SpaceX will provide with this reply the EPFD
input data files sought by the GSO Satellite Operators to allow them to confirm our EPFD
compliance using their own analysis. SpaceX is confident that the results will be consistent with
the analysis presented in its application and will confirm that the proposed modification will
comply with applicable EPFD limits to protect GSO systems and operations.
