Can someone explain to me why the Rules Enabling Act doesn't render the PSLRA null and void? For real. 28 U.S.C § 2072(b): "All laws in conflict with such rules shall be of no further force or effect after such rules have taken effect."
The PSLRA conflicts with the Rules. So it "shall be of no further force or effect after such rules have taken effect."
